The material can only have minimum contents of chromium, nickel, molybdenum, vanadium and titanium according to specifications in the Carbon steel pipe flanges. The heat treatment on the flanges makes them harder and stronger. There are different types based on the type such as the Carbon steel blind flange which is used to close a connection. The CS flanges come with a collar or flare that is used for bolt holes or welding.

The Carbon steel spectacle blind flanges are another type of blind flanges where a ring and a plate are connected next to each other on the horizontal axis.
These could be rotated around the connection to place either the plate or the ring on the pipe as to close and open it. The Carbon steel weld flanges and the seamless flanges are available. The difference comes in the precision of the dimensions. The seamless ones are more accurate in measurements. The CS Flange material has carbon, manganese, sulfur, silicon, copper, nickel, chromium, molybdenum and vanadium in the composition.
